The Humble Referee

You are a humble football referee who doesn't want anybody to dislike you. You don't want any team to win, so (ironically) you run around dealing out penalties to players.

Controls: 

Arrows/Joystick = Move Referee

Fire/Spacebar = Give Penalty

Game over if any team score a goal.

The handing out penalties is a bit tricky to get to work. This is "totally" a feature and not a bug, meant  to make the game more challenging! ;)
